In addition to Executive Search, Colin Baenziger & Associates provides a host of other services to improve the operations of your local government. These include: Operational Audits and Reviews, Special Projects and Services to New Cities.

Operational Audits and Reviews:

Is your local government operating as efficiently and effectively as possible? Are you concerned about the management practices and workings of a specific department or area? Colin Baenziger & Associates can help you find out by conducting a thorough review of the management and operations. Some examples of our work include reviewing:

  • The city and borough of Sitka, AK's finance and public works functions.
  • The city of Delray Beach, FL's procurement and its public works functions
  • The city Arkansas, KS's water and sewer utility operations,
  • The Town of Jupiter Island's public safety and solid waste collection operations,
  • The city of Stuart, FL's vehicle maintenance operation for the city of Stuart, and
  • The city of Tamarac, FL's water department,

Special Projects:

Do you have a lingering problem that you simply do not have the in-house resources and/or expertise to address? CB&A can augment what you have and either help you resolve the issue and/or get the specific project or study done. Some examples of our work include:

  • We reviewed the governing structure for the city of Lauderdale Lakes. The result was a recommendation to change from the commission form of government to the council- manager form. We then assisted a citizen's advisory committee in developing the necessary changes to the city's charter, which passed overwhelmingly.
  • In the 1970s and 1980s, Palm Beach County, Florida, acquired a developer owned water and sewer utility (Utility Development Company) in exchange for 29,405 impact fee waivers. Over the years, the County had lost track of how many of those waivers had been granted and how many remained. We were able to identify the status of 29,402 of the waivers thereby eliminating over $20,000,000 in liabilities.
  • From 2002 to 2019, conducted the annual compliance audit of the Broward Partnership [for the homeless] with the city of Fort Lauderdale's ordinance authorizing the placement of the homeless shelter within the city limits.
  • We conducted a planning / financial study of several development scenarios for the city of Palm Beach Gardens, FL, for 7,100 acres of raw land in the westernmost part of the city. As a result, we determined which of the scenarios would generate enough direct revenue to the city to offset the cost of the public services provided.

Services to New Cities:

Starting up a new city can be a challenging and daunting task. Colin Baenziger & Associates can bring its expertise to bear providing a new city with the operational and financial expertise it needs so it becomes effective immediately.

Most important, the new city must find it's first permanent manager. Having assisted four cities in recruiting their first manager as well as having served as the first manager in a newly incorporated city, Colin Baenziger is in a unique position to help you find the right person.

Next the new council needs to establish its goals and objectives for the first six months and first year. CB&A can conduct strategic planning workshops to formalize these. CB&A can also conduct a session for the community to define what is its long-term vision for the community.

CB&A staff members have and will address all these needs in a way that provides the new city with a professional, polished operation immediately.
